Peter Kearney
Peter Kearney

Peter Kearney was appointed as Chief Executive of AirNav Ireland in June 2018. Placing innovation at the core of his leadership, Peter is keen to ensure that AirNav delivers best in class service to its customers and stakeholders and is regarded as a leader in the Irish aviation sector and amongst small to medium Air Navigation Services Providers (ANSPs).

Prior to being promoted to this role, Peter held a number of positions within AirNav.  As Director of ATM Operations and Strategy between 2012 and 2018, Peter was responsible for all aspects of AirNav's commercial ANSP business. In this role, Peter ensured that AirNav continued to deliver a safe, high quality service whilst also growing AirNav's commercial revenue in a sustainable manner.

Peter has worked with AirNav since 1998, holding various management positions and also working initially as an Air Traffic Controller. He has a strong interest in innovation in ATM, being a key advocate of AirNav's successful Remote Towers Project (which won the Single European Sky Award in 2017) and being heavily involved in Aireon, AirNav's investment in the world’s first satellite based air traffic surveillance system.

Committed to strategic collaboration, Peter has been a strong supporter of COOPANS, AirNav's world leading partnership with Naviair, LFV, AustroControl, Croatia Control and now Nav Portugal.  He is currently Chairman of the COOPANS Alliance.  Peter has represented AirNav and Ireland at a range of European and international fora, including ICAO, CANSO, EUROCONTROL and EASA and in negotiations with the European Commission. 

Peter holds a Masters in Human Factors and Safety Assessment in Aeronautics from Cranfield University and a BSc. (hons) Business Management from Trinity College Dublin.  Peter is also a graduate of Harvard Business School.

Peter has a PhD in Future Air Traffic Management Systems. His PhD research focussed on the design and deployment of advanced ATM systems to ensure enhanced safety and efficiency of the air traffic management system by placing the air traffic controller at the heart of the design.

Brendan Mulligan
Brendan Mulligan

Director of Human Resources | Deputy Chief Executive

Mr. Brendan Mulligan joined AirNav Ireland in March 2010 as Director of Human Resources and was appointed Deputy Chief Executive of AirNav in November 2021.

He was previously Assistant Chief Executive of the Health Service Employers Agency with particular responsibility for Industrial Relations. Following the formation of the Health Service Executive the Agency was subsumed into the Executive where he was appointed Head of Corporate Employee Relations. He formerly held senior management positions in Iarnrod Eireann both in operations and human resources.

Brendan holds a B.A. in Industrial Relations and Personnel Management from the National College of Ireland, an MSc in Human Resource Management from Sheffield Hallam University, UK and a Certificate and Diploma in Company Direction from the Institute of Directors.

He is a member of the Chartered Institute of Personnel and Development and the Institute of Directors in Ireland.

Maeve Hogan
Maeve Hogan

Director of Finance

Maeve Hogan is a Fellow of the Institute of Chartered Accountants in Ireland, having trained and qualified with PricewaterhouseCoopers (PwC). She graduated from University College Dublin with a BComm Degree, followed by a Diploma in Professional Accounting from the Michael Smurfit Business School.

Maeve joined AirNav Ireland in 2002 as financial controller having previously worked in services and software industries.

Paul McCann
Paul McCann

Director of ATM Operations & Strategy

Paul McCann was appointed as AirNav Ireland's Director of ATM Operations & Strategy in 2022 and transferred to the Irish Air Navigation Services Company (AirNav Ireland) on its separation from the safety regulator in May 2023.

In this role, Paul is responsible for all aspects of AirNav Ireland's air traffic management business. His aim is to ensure the continued delivery of safe, high quality air navigation services whilst also growing the company's commercial revenue in a sustainable manner.

Prior to being promoted to this role, Paul held several managerial positions within AirNav Ireland, including General Manager Terminal Services. During this time, he managed one of the largest projects that the company had ever undertaken, the commissioning of the new Visual Control Tower and readying AirNav for the new North Runway at Dublin Airport.

Paul has worked with AirNav for over 30 years, working initially as an Air Traffic Controller at both Dublin and Shannon.

Paul holds a BA in Management from the Institute of Public Administration.

 

Gerald Caffrey

Director of Technical Services

Gerald Caffrey was appointed Director of Technical Services for AirNav Ireland in June 2022. Prior to being promoted to this role, Gerald held a number of positions within AirNav as General Manager Technical Service, Acting Head of Corporate Affairs, Manager Operational Support, Engineering Manager and Engineer, therefore his career has afforded him a broad knowledge of AirNav Operations.  

Gerald holds a Masters in Business Administration, a Masters in Electronic Systems and a Bachelor of Science in Engineering from Dublin City University, a Diploma in Life and Business Coaching from the Irish Lifecoach Institute and a Certificate in Company Direction from the Institute of Directors.

Sinéad Quirke
Sinéad Quirke

Director of Safety

Sinéad Quirke was appointed as Director of Safety for AirNav Ireland in August 2022. Sinéad’s career has been immersed in aviation safety and security, working with the Irish Aviation Authority for many years and holding management positions within airline and airport organisations.  She brings a dedicated focus to enhancing safety, security, compliance and quality within the Air Navigation Service Provider to achieve our purpose of protecting passengers, crew and aircraft who fly in the airspace we control, who operate at the airports we serve and who communicate with us over the Ocean. 


Sinéad holds a Masters in Engineering (MSc) from Trinity College Dublin, a Bachelor of Science in Engineering from Jordanstown University, Belfast, and postgraduate diplomas from the Law Society of Ireland and Trinity College Dublin. 

Rachel Martin

Head of Corporate Affairs

Rachel Martin was appointed as AirNav Ireland’s Head of Corporate Affairs in 2022. In this role, Rachel is responsible for all aspects of corporate affairs and sustainability. Prior to this, Rachel joined the organisation as Communications and Media Lead in 2021.

Before joining AirNav Ireland, Rachel’s career was in financial services working for Irish and German based banks in a number of senior Communications and Marketing management roles. She started her career in London where she held various positions with Dow Jones, the business and financial news and information company.

Rachel holds a Masters in Business from UCD Smurfit Business School  and a Masters in Economic Science and Batchelor’s Degree in Social Science from University College Dublin as well as a number of postgraduate diplomas.

Head of Business Innovation and Commercial Strategy

Paul Brandon is head of Business Innovation and Commercial Strategy. This role involves the development and implementation of a commercial strategy for AirNav Ireland as a core aspect of the overall corporate strategy. He is also responsible for coordinating and overseeing innovation across the company as AirNav Ireland plays its role to meet the challenges and opportunities in the aviation sector.

As a member of AirNav Ireland's Executive Management Team from 2018, Paul was previously Head of Corporate Affairs in AirNav.

In this role, he oversaw communications, public affairs, government liaison and international affairs. He was also responsible for economic regulation (Single European Sky), for managing AirNav's property portfolio and for security and quality management. Int this role, Paul also developed AirNav's Sustainability Management Plan aimed at achieving net zero regulations across the company by 2025. Prior to this, Paul was Manager of Stakeholder and Regulatory Affairs in AirNav and held various senior roles in the Commission for Energy Regulation.

Paul Johnson

Chief Strategy Officer Economic Regulation and International Affairs

Paul began his career with a leading economic consultancy firm where he focused on a range of high-profile studies for national and international clients. He has also held senior management positions in the telecoms industry and airports domain.

Paul joined the Irish Aviation Authority in 2019 focusing on corporate strategy and continued with AirNav Ireland following the restructuring process in 2023.

Paul holds a Master's in Economics for Competition Law from King's College London and a Master's in Economics from University College Dublin. He also studied Economics and Psychology at University College Cork, where he was awarded the title of College Scholar. 

Ewan Murtagh
Ewan Murtagh

Company Secretary

Ewan Murtagh is a solicitor and member of The Chartered Governance Institute. He is AirNav Ireland's Company Secretary and Head of Legal.

Ewan studied at University College Dublin and The Law Society of Ireland, he qualified as a solicitor in 2008. Having worked in private practice, financial services and one of the top five law firms in Ireland he joined the company in 2019 and advises AirNav Ireland on legal and governance matters.
