JOB DESCRIPTION:

Job Purpose: to provide support to the Safety Management Unit for the management of safety investigations in the following areas:

  • ANSP Safety Key Performance Indicators Trend Analysis
  • Performance database management
  • Preparation database management
  • Preparation of briefings as required by the Head of Safety Management
  • Provision of National, Quarterly, Monthly and Annual Safety Performance Analysis Reports, including preparation and provision of statistical safety data to external agencies as required.

Main Duties and Responsibilities

  • Review and evaluation of ATM safety performance against Safety KPI Performance Indicators (SKPI) using available systems and data sources such as the Mandatory and Voluntary Occurrence Reporting database (eTOKAI), Risk Analysis Tool (RAT), Safety related Business Intelligence data, Safety Survey/ Assessment data, Automated Safety Monitoring Tool etc.
  • Analyse variations between expected performance and actual levels of performance, providing analytical information to assist in the development of targeted and focused safety action plans and high-level organisational decision-making processes, including but not limited to:
    • Preparation and compilation of Quarterly and Monthly Safety Reports, briefing documents, presentations and reports for the Safety Review Board (SRB) meetings and as required.
    • Analysis of ATM Safety Performance trends, tools, methodologies and developments to ensure that the ANSP continues to utilise best practice and methods in performance monitoring and measurement.
    • Provide safety performance data and material as required for all relevant safety committees (internal and external) including the Safety Review Board, The Airline Stakeholder Safety Forum, CANSO Global annual benchmarking Safety Performance Report, Eurocontrol Safety Teams and SAFOPS, Data4Safety and other fora as required.
  • Monitor proposed regulatory and legislative changes impacting safety performance metrics (e.g. ICAO, EASA) and provide briefing material to include implications for AirNav Ireland
  • Monitor the implementation of SRB agreed Safety Performance Improvement Action Plans including implementation and progress against agreed timelines and report any deviations.
  • Any other duty appropriate to the position.

In addition to direct reporting relationships, the post holder is required to liaise with all personnel and Directorates in the Company in particular the Operations Directorate.

External: 

The postholder is required to liaise with all appropriate external bodies, providers, suppliers, and companies.               

PERSON SPECIFICATON

Education, Knowledge, Experience & Skills

Essential:   

  • Appropriate third level qualification in Safety Management, Analytics or similar
  • Excellent knowledge of data analysis techniques, data tools and their application in one or more of the following areas, statistics, procedures analysis, safety analysis.
  • Proven ability to critically review and analyse safety management solutions and improvements.
  • Excellent analysis and problem solving skills
  • A proven ability to work effectively with others.
  • Excellent communication and presentation skills
  • Excellent interpersonal and problem-solving skills.
  • Excellent knowledge of MS Excel, Word and PowerPoint.

Desirable:

  • Experience in the aviation industry and/or working in a regulated industry.

REVIEW

The Job & Person specification for the role will be reviewed every 2 years or whenever the postholder vacates the position. The key competencies for the role are identified during the recruitment process and regularly reviewed under the annual Management Performance and Development (MPD) process.
