Job Purpose
The Operations Compliance and Quality Officer is responsible for the support and development of compliance and quality management within the Operations Directorate at the Air Navigation Service Provider (ANSP) Terminal Services units.
Main Duties and Responsibilities
- Support the Unit Compliance and Quality Manager (UCQM) Terminal Services and Terminal Services Management Team with the implementation of the compliance and quality aspects of the detailed Terminal Services work programme set by the Director Operations and the General Manager Terminal Services to achieve the Operations Directorate strategic goals.
- Performance of internal audits and inspections per the requirements of the Compliance and Quality audit/inspections programme.
- Coordination of Inspections conducted by Subject Matter Expert Air Traffic Controllers that are driven by performance of Key Safety Indicators on for example Standard Phraseology and Adherence to Procedures.
- Support the UCQM Terminal Services in proactive compliance management activities including data analysis to assist with trend identification and tracking of continuous improvement areas associated with the audit/inspections programme.
- Review and assess changes to regulations and participate in reviews of Notice of Proposed Amendments for EU Legislation and ICAO documentation.
- Assist in coordinating all operational audits at the assigned unit(s) including:
- ensuring audit preparation,
- direct liaison with auditors,
- addressing all matters relating to the successful completion of the audit.
- documenting in accordance with audit management procedures the audit findings
- Support the UCQM in the tracking the timely implementation of Corrective Action Plans of audit findings & observations from internal, regulatory and Safety Management Unit (SMU) audits.
- Review and maintain manuals used to populate the Compliance Matrix to ensure evidence is current.
- Support the submissions of material to the Competent Authority to ensure completeness and consistency of development of material for submissions across all Terminal Units.
- Support and tracking of Terminal Services Compliance and Quality Training as detailed in the Unit Compliance and Quality Procedures Manual.
- Attend & participate in the Unit Compliance and Quality Management Committees of the operational units as required or directed.
- Participation in the generation & review of new company procedures where they are affected by regulation amendments.
- Attend international fora on Air Traffic Management as required.
- Liaison with National Authorities.
- Liaison with internal departments as required.
- Preparation of various reports for management.
- Any other duties appropriate to the role.
