Job Purpose
The Shannon and Cork Operational Engineering Manager is responsible for the management of front-line Engineering Services at Shannon Enroute, STBU and CTBU and is responsible for the day-to-day management of Operational Engineering staff in Shannon and Cork. The Shannon and Cork Operational Engineering Manager will work closely with the Operations Management Team to ensure the delivery of safe, efficient, and cost-effective front-line Engineering Services.
The Shannon and Cork Operational Engineering Manager will deputise for the Head of Operational Engineering.
Main Duties and Responsibilities
- To ensure the delivery of a safe and efficient engineering and operational services in compliance and adherence to all applicable standards, regulatory requirements and organisational procedures.
- Foster a culture of operational engineering focus, safety, security and compliance awareness.
- Full managerial responsibility for operational engineers assigned to Shannon and Cork, ensuring the efficient and effective management of employees, including staff recruitment, overtime, TiL and OH liability, annual leave management, completion of staff performance management reviews and return to work interviews in accordance with HR policies and procedures.
- The provision of an engineering managerial interface on a day-to-day basis with Shannon Enroute, CTBU and STBU Operations (General Manager/Operations Manager/Unit Safety Manager) for all Operational Engineering matters.
- Review and approve Shannon Enroute, STBU and CTBU Air Traffic Management (ATM) system changes and contractor method statements on behalf of Operational Engineering
- Ensure System Monitoring and Control (SMC) Engineering Procedures in Shannon and Cork are maintained in accordance with SMS and Technical Services requirements and ensure that accurate information is provided to Shannon and Cork Operational Engineering staff in a timely manner.
- Ensure implementation and compliance with Shannon and Cork SMC-level engineering inspections and procedures. In Cork, also ensure the implementation and compliance with Level A and applicable Level B inspections and procedures in accordance with Technical Services requirements.
- Ensure the escalation of significant system failures to Technical Services Domain Managers as required.
- Ensure Shannon and Cork Operational Engineering ATSEP staff training is planned and conducted in accordance with AirNav Ireland’s ATSEP Framework and associated policies and procedures and that the resulting training records are recorded.
- Ensure the Shannon and Cork Engineering roster is maintained as required, including call out arrangements.
- Ensure daily review and signature of Operational Engineering Logbook in accordance with appropriate procedures and daily review of DSR as safety oversight to ensure items are being actioned and followed up by Technical Services.
- Provide input to the Operational Engineering’s weekly report for Shannon Enroute, STBU and CTBU issues and Occurrence Reports.
- Liaise with Technical Services Engineers and Domain Managers for planned maintenance activities and system changes at Shannon Enroute, STBU and CTBU including any safety aspects of minor changes in accordance with appropriate procedures and review of significant DSR items.
- Liaise with Facilities Management Provider to ensure Service Level Agreements are achieved and attend weekly Facilities Management meeting.
- Ensure weekly Shannon and Cork Engineering-Operations meetings are undertaken in accordance with procedures.
- Ensure the Shannon and Cork Quarterly Engineering Reports are completed as required and in accordance with the Safety Management Manual.
- Attend Shannon Enroute, STBU and CTBU USMC meetings in support of Head of Operational Engineering.
- Co-ordinate maintenance of Engineering Staff Notices for Shannon and Cork with the support of Domains.
- Support the Head of Operational Engineering to ensure consistency in procedures and Operational Engineering practices across all operational units.
- Support Operational Engineering safety surveys in accordance with SMM requirements as required.
- Support the Head of Operational Engineering to ensure Shannon and Cork Operational Engineering compliance with SMS/SMM requirements.
- Represent Shannon and Cork Operational Engineering at Unit and National audits as required.
- Support the Head of Operational Engineering with actioning and tracking the on-time closure of findings arising from Audits.
- Support the Head of Operational Engineering to ensure Operational Engineering compliance and adherence to the Shannon Enroute, STBU and CTBU SMM Part 4, as required.
- Ensure appropriate reporting, in accordance with the Safety Investigation of Occurrence procedures.
- Support the Head of Operational Engineering with the actioning and tracking to closure Operational Engineering recommendations arising from occurrence investigation reports.
- Provide Operational Engineering managerial input and expertise to Technical Domains for the full lifecycle projects to ensure Operational Engineering technical requirements are accurately documented and followed through to implementation.
- Support the Head of Operational Engineering with the review and acceptance of Shannon and Cork system facility transfer files prior to their introduction into service.
- Support the introduction of major system software upgrades and contingency operations.
- Ensure that Operational Engineering implement and adhere to applicable cyber security policies procedures and meet regulatory compliance requirements.
- Developing and obtaining approval annually for the staff resources and budgets necessary for delivery of Technical Services Operational Engineering Services and completion of the approved Work Programme as applicable to Operational Engineering, in accordance with regulatory performance criteria.
- Ensure Shannon and Cork Operational Engineering adherence to Technical Services Health and Safety (H&S) policies and procedures and managing H&S issues as they apply to Technical Services in accordance with AirNav Ireland Safety Statement.
- Ensure timely Operational Engineering management and response is provided to significant events including significant failure events and storms.
- Adhere to all Airnav Ireland Safety Management System and Integrated Management System requirements assigned to the post.
- To perform duties in accordance with requirements documented in DAAMs Volume 05 Engineering.
- The Shannon and Cork Operational Engineering Manager will be required to deputise for the Head of Operational Engineering.

Qualifications, Knowledge, Experience & Skills
Essential:
- Third level qualification in an engineering discipline.
- At least 5 years’ experience working in a regulated / relevant industry.
- Minimum of five years’ managerial or engineering team/project leadership experience.
- Demonstrable knowledge of safety management, security management, risk assessment, occurrence investigation, audit, regulation and compliance, process improvement and business intelligence and analytics.
- Clear understanding of the Company, customers, and regulatory environment.
- Excellent communications and interpersonal skills.
- Ability to work on own initiative and as part of a team.
- Demonstrable track record in identifying and progressing systems and process improvement initiatives.
- Strong analytical and report writing skills.
- ANSP Engineering Technical Control Desk operational experience
- Qualification in Project or Operations Management
