JOB DESCRIPTION:

Job Purpose

Provide safety management systems (SMS) expertise, support and advice to enable the organisation to meet strategic ATM safety objectives and evolving regulatory requirements.  Partner with operational units and stakeholders to embed consistent, effective risk management practices and continuous improvement across the ANSP. 

Main Duties and Responsibilities
  • Provide advice, training, guidance, support and critical review on all safety Risk Assessment and endorsement activities for System Safety Case Report production.
  • Develop, update and review the Safety Management Manual SMS processes as required, to ensure regulatory compliance and industry best practices
  • Implementation of the detailed Work Programme set by the Head of Safety Management (HoSM) to achieve the Strategic Safety Goals defined in the ‘Corporate ATM Safety Strategy’.
  • Support the Operational units in the implementation of the SMS development processes that are necessary for regulatory compliance and to meet Single European Sky (SES) requirements.
  • Provide support to the Safety Investigation Manager in reviewing draft occurrence reports for the provision and or moderation of severity classification and causal analysis.
  • Participate as an SMS internal auditor, track and oversee the implementation of Audit Findings and Recommendations, to assure compliance with the AirNav Ireland Safety Management Manual.
  • Actively promote close co-operation and co-ordination between the Unit Safety Manager’s, SMU, Standards and Procedures and the regulator (IAA) to drive the implementation of the Work Programme required to achieve the defined Strategic Safety Goals and ensure SMS is understood and applied consistently across the ANSP.
  • Support as required Operational Safety Surveys such as AirNav Irelands Operational NOSS (Normal Operations Safety Survey) observational surveys.
  • Track and monitor Unit Safety Management Committee (USMC) activities and approved actions on behalf of the HoSM.
  • Attend international fora, work groups or safety tool user groups as directed by HoSM;
  • Other duties as may be assigned, where appropriate
The job description is not intended to be exhaustive.  The ATM Safety Management Expert is expected to operate within broad policy guidelines and to use their initiative and judgment in relation to information that may come to their attention during the course of their work.

Relationships
Internal: In addition to direct reporting relationships above the post holder is required to liaise with all personnel and Directorates in the Company
External: The postholder is required to liaise with all appropriate external bodies, providers, suppliers, and companies.

PERSON SPECIFICATON
Education, Knowledge, Experience & Skills
Essential:        
  • Have a third level qualification at degree or an appropriate equivalent professional qualification.
  • Have a minimum of 3 years’ experience in aviation sector or equivalent safety critical industry;
  • Experience and involvement in safety assessments, analysis, reporting, recommendations and follow-up.
  • Capable of working independently and as part of a team.
  • Excellent communication and interpersonal skills, including report writing, interviewing and presenting information.
  • Ability to expeditiously collate and analyse information, critique data logically and make reasoned judgements.
  • Ability to work to a consistently high standard.
  • Understanding and appreciation of just culture and the importance of confidentiality.
  • Proficient in IT, including, as a minimum MS office (Word, Excel and PowerPoint).
Desirable:
  • Knowledge of the Safety Management Systems and Fatigue Risk Management System.
  • Completed SMS and/or HF related training.
  • Good working knowledge, understanding and application of audit processes and ISO 9001 standards
  • Experience of delivering training and/or presentations.
  • Experience of positive engagement with internal and external organisations/stakeholders.
