Job Title: General Manager Technical Services

Job Purpose
The post holder is accountable to the Director of Technical Services for delivering safe, efficient and cost-effective Domain and IT Technical Services at all AirNav Ireland locations in accordance with AirNav Ireland policies and customer requirements.

The post holder is responsible for ensuring that Domain and IT Technical Services at all locations are conducted in accordance with AirNav Ireland’s policies and procedures. The post holder will work in close co-ordination with direct management reports to ensure Technical Services provide an ATM/ANS engineered system that is planned, designed, developed, procured, installed, commissioned and maintained to provide a safe and high-quality service to Operations.
 
Main Duties and Responsibilities
The post holder will ensure that the ATM/ ANS engineered system is designed, developed, procured, installed, commissioned and maintained to meet:
 
  • the ANSP’s SMS requirements as specified in the SMM 
  • operational and regulatory safety requirements 
  • conformity assessment requirements 

The post holder is accountable for ensuring that safety is accorded the highest priority in all Technical Services Domain activities and ensuring the safety of ATM/ANS equipment is maintained throughout the operational lifecycle. 
 
  • Ensuring that the ANSP’s Safety Management Policy and Principles and Procedures are applied within the Technical Services Domains  
  • Ensuring the Technical Services Domains implement their responsibilities within the Safety Performance Monitoring Processes outlined in SP302.   
  • Ensuring the design, development and approval and ongoing maintenance of the Engineering Procedures Manual Volume 5:  
  • Is compliant with Part 1: National Engineering Procedures; 
  • Is compliant with Part 2: Procedures for ATM equipment Certification and Maintenance; 
  • Meets all extant National and International regulatory requirements. 
  • The safety assessments and assurance evidence are documented and reported upon, in accordance with SMM SACM procedural requirements.   
  • Ensuring that ATM specific occurrences are reported expeditiously for all occurrences /incidents with safety implications in Engineering in accordance with the SIOM specified timeframes.  
  • Ensuring that safety recommendations directed to Technical Services Domains arising from ATM specific occurrences are prioritised for implementation to ensure recommendation closure target dates are achieved.   
  • Ensuring that Domain Engineering staff are competent in safety management as determined by the SMS Training Manual.   
  • Ensuring the safety of ATM/ANS equipment is maintained throughout the lifecycle from specification and design to decommissioning;   
  • Ensuring that all safety-related ATM equipment transferred to Operations is accompanied by documented and approved Certification and Maintenance Procedures, and Training Documentation and that these are kept up-to-date.   
  • Ensuring Domain Engineering staff are appropriately trained and are subject to competence assessment in accordance with the ATSEP training and competency assessment framework.    
  • Ensuring that an Annual Training Plan is developed and maintained for all Domain Engineering ATSEPs.  
  • Ensuring that applicable Domain Engineering ATSEP training course material, competency standards and training course delivery are published in compliance with regulatory requirements and AirNav Ireland’s ATSEP training and competency assessment framework.    
  • Ensuring training and competency assessment records are issued and maintained for Domain Engineering training activities.   
    • Ensuring that compliance activities are prioritised on an ongoing basis for Domain and IT Technical Services. In particular, ensuring that applicable audit NCRs are managed to closure in accordance with ANI procedures and IAA regulatory requirements with a zero tolerance approach to overdue findings.  
    • Ensuring that relevant national and international standards, recommended practices and procedures are applied in the delivery of Technical Services.  
    • Providing input to the development of strategic options to facilitate delivery of corporate strategic goals and objectives.  
    • Co-ordinating activities with AirNav Ireland operational units as necessary. 
    • Ensuring that AirNav Ireland cyber security systems meet regulatory compliance requirements and recommended best practice to protect ATM/CNS .  
    • Ensuring that Technical Services Domains are compliant with the Safety and Security Management Systems, monitoring safety and security performance and taking corrective action as required.  
    • Ensuring that necessary equipment and infrastructure requirements are provided to meet operational requirements and ensure safe, secure and cost-effective service delivery.  
    • Ensuring that Technical Services Domains meet all cost, budgetary, financial and regulatory performance targets. Monitoring and controlling all operational / capital costs.  
    • Working closely with the Topsky ATC One manager on the development and progress of ATC One implementation in AirNav Ireland.  
    • Developing and providing the Technical  infrastructure for the efficient and effective life cycle management of AirNav Ireland’s operational equipment and information assets applicable to Technical Services Domains.  
    • Deploying resources efficiently, ensuring safety and security standards are met and exceeded within budgetary constraints, financial targets are met and air navigation services in Ireland are maintained.  
    • Ensuring the development of all ATM Systems technical training specifications, manuals and tools.  
    • Ensuring that Capital projects are delivered on time and within budget.  
    • Planning and managing projects using appropriate project control techniques.  
    • Ensuring that systems performance is appropriately monitored, that timely corrective or preventative action is taken as necessary and that technical equipment is maintained in accordance with appropriate standards, published schedules and operating procedures.  
    • Ensuring adequate research and analysis of international air navigation systems developments as a basis for informed decision making regarding operational system development and service delivery enhancements.  
    • Developing and obtaining approval annually for the personnel resources and budgets necessary for delivery of Technical Services and completion of the approved Technology Work Programme, in accordance with regulatory performance criteria (RP4, RP5 etc.).  
    • Managing a matrix technical environment fostering multi-disciplinary teams focused on a variety of ATM systems projects using open and distributed architectures to develop innovative communication (radio and data), navigation, surveillance, flight data processing, ATM (Air Traffic Management), mechanical, electrical and other support systems to enable the provision of a safe, secure and cost-effective ATM service.  
    • Providing input to corporate fora as required and ensuring that the Executive Team, Senior Management Group and the Operations Management Team are kept informed of relevant operational and project issues and developments.  
    • Providing advice and systems analysis and design support to the Director of Technical Services to ensure that AirNav Ireland has and / or is planning for innovative systems capability  
    • Ensuring that personnel are efficiently managed and that waste is eliminated.  
    • Directing the implementation and management of effective systems disaster recovery plans.  
    • Maintaining and improving effective working relationships with customers, suppliers and stakeholders.  
    • Representing AirNav Ireland at appropriate national and international fora. 
    • Ensuring the development of Technical Services safety and information security policies and procedures as applicable.  
    • Completing an annual review of Technical Services Domain activities and performance and issuing a report which shall include a plan for implementing any  changes required to improve safety, efficiency and / or cost effectiveness.  
    • Ensuring the implementation of, and adherence to, HR policies and procedures. 
    • Managing health and safety issues as they apply to Technical Services Domains in accordance with the AirNav Ireland Safety Statement.

PERSON SPECIFICATON
Qualifications, Knowledge, Experience & Skills
            Essential:                  
  • Third level qualification in a technical discipline. 
  • At least 7 years’ experience in a senior position working in a regulated / relevant industry. 
  • At least 5 years managerial or team / project leadership experience.  
  • Demonstrable track record of achievement in the ongoing delivery of technical services and key infrastructure projects in a regulated / relevant industry.
  • Demonstrable knowledge of safety management, security management, risk assessment, occurrence investigation, audit, regulation and compliance, process improvement and business intelligence and analytics. 
  • Clear understanding of the Company, customers, and regulatory environment. 
  • Excellent communications and interpersonal skills. 
  • Ability to work on own initiative and as part of a team. 
  • Demonstrable track record in identifying and progressing systems and process improvement initiatives. 
  • Strong analytical and report writing skills. 

            Desirable:
  • Qualification in Project or Operations Management
