Job Purpose
The Domain Manager, Mechanical and Electrical Systems (M&E), is responsible for the planning, development, implementation and management of the Mechanical and Electrical Systems and is accountable for the delivery of M&E projects in Technical Services.
M&E systems in AirNav Ireland’s functional system include Electrical systems such as UPS, Generator, Power Distribution and Power Management systems, and Mechanical systems such as Building Management Systems (BMS), Chillers and Air Handling Units (AHUs).
Main Duties and Responsibilities
- Accountable for M&E Domain delivery on the planning, procurement, development and implementation of M&E infrastructure and Systems in support of operations.
- Accountable for the delivery of safe and efficient M&E technical Services in compliance with all applicable procedures, standards and regulatory requirements.
- Ensure that M&E engineering procedures are formally documented, approved, implemented and maintained up to date in accordance with relevant legislation and regulatory requirements.
- Daily review of DSRs in Dublin Ballycasey and Cork as safety oversight to ensure open items relevant to the M&E Domain are being actioned and followed up.
- The M&E Domain Manager shall implement Safety Performance Monitoring processes in accordance with regulatory requirements. Have appropriate arrangements in place to monitor their areas of responsibility to detect changes which may affect safety performance, and to take remedial action.
- Ensure the implementation of M&E Domain-level engineering inspections and procedures as specified in the engineering procedures manuals.
- Ensure the provision of an appropriate response to significant M&E system failures in consultation with ATC Operations and Operational Engineering.
- Ensure that all Domain staff are competent in safety management.
- Ensure that all Domain engineering staff are appropriately trained and are subject to competence assessment in accordance with the ATSEP training and competency assessment framework.
- Responsible for applicable M&E Domain ATSEP training course material, competency standards and training course delivery in compliance with regulatory requirements and AirNav Ireland’s ATSEP training and competency assessment framework.
- Responsible for ensuring training records are issued and maintained for M&E Domain training activities.
- Responsible for ensuring competency assessment records are created and maintained for ATSEPs in the M&E Domain.
- Ensure that new engineering procedures or changes to existing operating procedures are subject to a systematic analysis of safety aspects in accordance with appropriate procedure and regulation and that risks are mitigated as necessary.
- Ensure that changes to the ATM system hardware or software are subject to systematic analysis of safety aspects in accordance with appropriate procedure and regulation and that risks are mitigated as necessary.
- Ensure that ATM equipment safety performance is tracked and analyzed and that trends are reported at management level.
- Ensure adequate and satisfactory justification of the safety of the externally provided services, having regard to their safety significance.
- Ensure appropriate reporting of ATM specific occurrences in accordance with the occurrence reporting system.
- Actioning and tracking to closure of M&E recommendations emanating from occurrence investigation reports. Lesson Dissemination – ensure that the lessons arising from safety occurrence investigations are disseminated to M&E Domain staff as appropriate.
- Ensuring that relevant national and international standards, recommended practices and procedures are applied in the delivery of M&E Services.
- Providing input on the development of strategic options to facilitate delivery of corporate goals and objectives.
- Coordinating activities with other AirNav Ireland operational units as required.
- Managing Cyber Security for M&E Systems.
- Ensuring compliance with AirNav Ireland’s Safety (SMS) and Security Management Systems (SeMS). Monitoring safety and security performance and taking corrective action as required.
- Ensuring the necessary M&E Systems equipment and infrastructure requirements are provided to meet operational requirements and hence ensure secure and cost-effective service delivery.
- Ensuring the M&E domain meets all cost, budgetary, financial and regulatory performance targets. Monitoring and controlling all operational and capital expenditure.
- Developing and providing the infrastructure for the efficient and effective life cycle management of AirNav Ireland’s M&E assets.
- Deploying resources efficiently, ensuring safety and security standards are met and exceeded within budgetary constraints, financial targets are met and air navigation services in Ireland are maintained, specifically M&E Systems.
- Ensuring that M&E systems’ performance is appropriately monitored, that timely corrective or preventative action is taken as necessary, and that M&E equipment is maintained in accordance with appropriate standards, published schedules and operating procedures.
- Ensuring adequate research and analysis of international M&E Systems developments as a basis for informed decision-making regarding M&E Systems development and service delivery enhancements.
- Developing and obtaining approval annually for the manpower resources and budgets necessary for delivery of M&E Services and completion of the approved M&E Work Program.
- Collaborating with other Technical Services Managers to optimize the performance of Technical Services.
- Provide input to corporate fora as required to ensure that the Executive Group and Senior Management Group are kept informed of relevant M&E Systems operational and project issues and developments.
- Providing advice and recommendations to the Director of Technical Services or their delegate to ensure that AirNav Ireland has and/or is planning for innovative systems capability.
- Ensuring that M&E personnel are efficiently managed, and that waste is eliminated.
- Directing the implementation of effective disaster recovery plans.
- Maintaining and improving effective working relationships with customers, suppliers and stakeholders.
- Represent AirNav Ireland at appropriate national and International Fora.
- Development of M&E Systems related strategic options in consultation with other Directorates.
- Ensuring that M&E Systems expertise is developed and available in AirNav Ireland.
- Establishing M&E Systems levels of service with departments and then monitoring and reporting to the Senior Management Group in respect of Service Levels.
- Evaluating and proposing appropriate methodologies for the selection of M&E Systems personnel.
- Ensure the implementation and adherence to HR policies and procedures.
- Managing Health and Safety issues in accordance with AirNav Ireland’s safety statement.
- Implementing and monitoring effective two-way communications, including Team Briefing.
- Development of multi-year human resources plans in conjunction with HR.
- Vendor Management which ensures value of money and quality service provision.
- Project Management.
- Acting as Program/Project Manager on the formulation and development of M&E Systems projects with accountability for project delivery.
- Supporting M&E systems, incidents fault reviews lessons learned and disseminating the information to appropriate units.
- Providing periodic and special reports on the performance of M&E Systems.
- Monitoring the costs of operating and maintaining M&E Systems and providing reports as required.
- Co-ordinating requirements for enhancements or replacement of M&E Systems and of the preparation of safety and business cases.
- Determining the inspection, maintenance and certification procedures applicable to the M&E Systems and ensuring that said procedures are carried out.
- Liaison with the IAA Regulator on relevant matters.

Internal: In addition to direct reporting relationships above the post holder is required to liaise with all personnel and Directorates in the Company.
External: The postholder is required to liaise with all appropriate external bodies, providers, suppliers, and companies
PERSON SPECIFICATON
Education, Knowledge, Experience & Skills
Essential:
- A third level engineering qualification at degree level.
- Minimum 5 years’ experience working at a senior level in a regulated/ relevant industry
- Minimum of five years’ M&E experience working in a regulated/relevant industry.
- Experience and knowledge of M&E best practices/regulations.
- Proficient in IT, including MS Office (Word, Excel and PowerPoint)
- Excellent interpersonal and communication skills.
- Proven and demonstrable leadership capability.
- Excellent customer focus and stakeholder management.
- Experience of working with regulatory authorities.
- Knowledge of the organisation and structure of Air Traffic Management (ATM) / Air Navigation Services (ANS).
- Knowledge of national and EU/ICAO regulatory framework and its applicability to ATM/ANS.
