Programme Manager

 Job Purpose
The Programme Manager – Technical Services is responsible for ensuring programme-level governance, coordination, assurance and support across the Technical Services portfolio of projects. The role will be required to operate as part of the Enterprise Management and Planning Office (EMPO) framework, supporting integrated planning, prioritisation and reporting across capital and change programme. The role supports the effective delivery of complex, safety critical and regulatory driven programmes by strengthening project management capability, standardising project artefacts, improving reporting quality, and ensuring compliance with internal processes, regulatory requirements, and best practice programme management standards.

The Programme Manager will act as a central enabler for Technical Services Project Managers, supporting them in the production of required project artefacts, structured reporting, risk and dependency management, and executive level visibility of programme performance.

Main Duties and Responsibilities

  • Oversight & process control for Portfolio Programme, and Project Governance

  • Establish, maintain and continuously improve programme and portfolio management frameworks within Technical Services.

  • Ensure consistent application of approved project and programme management methodologies across all Technical Services projects.

  • Provide governance oversight to ensure projects comply with internal lifecycle, assurance, and control requirements.

  • Support programme level planning, dependency management, benefits tracking and prioritisation.

  • Project Management Support & Assurance

  • Actively support Technical Services Project Managers in producing and maintaining required project artefacts, including:

    • Business cases and investment proposals

    • Project initiation documents and delivery plans

    • Risk, issue and dependency registers

    • Benefits realisation plans

  • Provide quality assurance and challenge to project documentation prior to submission to governance fora.

  • Support Project Managers in preparing materials for Executive Committees and Board reporting.

  • Reporting & Performance Management

  • Develop and maintain standardised project and programme reporting templates (including RAG status reporting).

  • Consolidate project level data into clear, accurate and timely programme and portfolio level reports.

  • Provide insight and analysis on delivery progress, risks, issues, trends and forecast performance.

  • Support executive and Board level reporting with clear, concise and non-technical summaries where required.

  • Compliance, Process & Continuous Improvement

  • Monitor compliance with internal project, quality, safety and governance processes.

  • Identify gaps, inefficiencies or weaknesses in existing processes and lead improvements where required.

  • Support alignment with regulatory, audit and assurance requirements relevant to Technical Services programmes.

  • Promote best practice in programme and project management across the directorate.

  • Vendor & Stakeholder Management

  • Support effective vendor engagement and oversight from a programme governance perspective.

  • Assist in ensuring value for money, appropriate controls and clear accountability in vendor supported projects.

  • Build strong working relationships with internal stakeholders across Technical Services, ICT, Finance, Safety, Compliance and Operations.

  • General Responsibilities

  • Act as a proactive self-starter, working with limited supervision.

  • Contribute to a collaborative, high performance team environment.

  • Undertake other duties appropriate to the role as assigned.

Relationships
Internal: In addition to direct reporting relationships above, the postholder is required to liaise with all Technical Services teams, Project Managers, ICT, Finance, Safety, Compliance, Procurement, senior management and Enterprise Project Management.
External: The postholder is required to liaise with all appropriate external bodies, providers, suppliers, and companies.

PERSON SPECIFICATON
Education, Knowledge, Experience & Skills
Essential:
  • Third level qualification in engineering, ICT, business, project management or a related discipline, or equivalent professional experience.
  • Significant experience (typically 5+ years) in programme, PMO and/or portfolio management within a technical, regulated or safety critical environment.
  • Professional certification (PgMP, PMP, Prince 2 etc)
  • Strong knowledge of project, programme and portfolio management methodologies and tools.
  • Demonstrated experience supporting multiple Project Managers and complex delivery environments.
  • Proven ability to develop high quality project artefacts, reports and executive level documentation.
  • Strong understanding of governance, compliance and assurance in a regulated organisation.
  • Excellent written, presentation and interpersonal communication skills.
  • Ability to influence, challenge constructively and build trust with senior stakeholders.
  • Remains calm & decisive under pressure
  • Highly organised with strong attention to detail
Desirable:
  • Experience in aviation, ATM/ANS or similarly regulated infrastructure environments.
  • Experience supporting capital investment programmes and business case development.
  • Familiarity with safety, quality or regulatory management systems.
