ICT Digitalisation and Transformation Manager

JOB DESCRIPTION:

Job Purpose

The ICT Digitalisation & Transformation Manager is responsible for leading and coordinating digital transformation initiatives within AirNav Ireland. The role will lead a newly forming team within our existing ICT function, focused on IT Digitalisation & Transformation across ICT Business Services. This role will be pivotal in modernising our technology landscape, enhancing digital capabilities, and aligning ICT initiatives with evolving business needs.

Main Duties and Responsibilities
  • Establish and lead a new ICT Digitalisation & Transformation team.
  • Develop and deliver a Concept of Operations exercise to define the team’s mission, structure, capabilities, and roadmap.
  • Develop and drive the AirNav Ireland’s overall digital transformation strategy and roadmap.
  • Develop centralised automated solution with appropriate access rights and controls to provide automated report generation on key management data to inform decision making.
  • Collaborate with stakeholders to ensure alignment of transformation initiatives with strategic objectives.
  • Review existing internal business processes and identify areas of improvement.
  • Report on measurable progress against digital transformation objectives.
  • Drive adoption of Microsoft technologies including Azure, Microsoft 365, Power Platform, and CoPilot AI to support digitalisation efforts.
  • Champion data analytics and AI, identifying opportunities to leverage these technologies for improved decision-making and operational efficiency.
  • Manage and track AI-related projects, tasks, compliance KPIs, and documentation.
  • Manage the development of advanced analytics and AI algorithms to analyse structured and unstructured data.
  • Assist with the development of new fit-for-purpose digital solutions to improve operational efficiency and improve data accessibility and analytics.
  • Oversee change management and user adoption strategies to ensure successful implementation of new systems and processes. 
  • Deliver components of end-to-end workforce transformation activities in a variety of programme contexts by collaborating with internal and external stakeholders
  • Engage external consultants or partners as needed to support the Concept of Operations and transformation initiatives.
  • Monitor and report on progress, KPIs, and outcomes of digital transformation projects.
  • Foster a culture of innovation, agility, and continuous improvement within the ICT function and ICT Services.
Best Practice and Benchmarking
  • Put in place a benchmarking regime to enable periodic, external, independent, objective evaluation of the ICT Digitalisation & Transformation progress.
  • Monitor and maintain ISO and NISD standards where appropriate within the ICT Digitalisation & Transformation arena.
  • Maintain a safe working environment in accordance with regulatory requirements.
  • Ensuring compliance with all ICT policies and procedures.
  • Ensuring Business Continuity Management is a key consideration in all deliverables.
Customer Relationship Management
  • Contribute to the ongoing development of the ICT Department’s Customer Relationship Management Programme.
  • Provide regular reports to the Manager, Information Technology on the services and objectives managed by the Digitalisation & Transformation team.
ICT Management Team
  • Manage staff, both internal and external (framework), working in the ICT Digitalisation & Transformation Team.
  • Manage staff development and training in the Digitalisation & Transformation Team.
  • Implement and monitor effective two-way communications with staff.
  • Ensuring that ICT Digitalisation & Transformation Services & Objectives at all locations are conducted in accordance with AirNav Ireland’s policies and procedures.
  • Participate as a member of the ICT Department’s Management Team. Contribute to the ICT Department’s business plans, budgets and policies and their subsequent evaluation against actual performance.
  • Monitor emerging technologies and recommend changes in the ICT Infrastructure, software and services to the Manager Information Technology.
  • Ensuring that relevant national and international standards, recommended practices and procedures are applied in the delivery of ICT Digitalisation & Transformation.
  • Coordinating activities with other AirNav Ireland operational units as required.
  • Manage audits from Internal Audit Department, as required.
  • Deploying resources efficiently, ensuring safety and security standards are met and exceeded within budgetary constraints, financial targets are met and air navigation services in Ireland are maintained.
  • Ensuring that ICT personnel are efficiently managed, and that waste is eliminated.
  • Assist with the development of ICT policies and procedures.
  • Oversee the implementation and adherence to HR policies and procedures.
  • Co-operate fully with Managing Performance & Development Scheme.
  • Ensure all projects are managed and aligned with the Annual ICT Work Programme.
Reports To: Manager, Information Technology, or their designate.

Direct Reports: ICT Analysts/Framework Staff

Relationships
Internal:  In addition to direct reporting relationship above the ICT Digitalisation & Transformation Manager is required to liaise with all personnel and Directorates. 

External: The ICT Digitalisation & Transformation Manager is required to liaise with all appropriate external bodies, providers, suppliers, and companies

PERSON SPECIFICATON
Qualifications, Knowledge, Experience & Skills
     Essential:
  • BSc in Computer Science or similar
  • Postgraduate qualifications or certifications in digital transformation or AI are advantageous.
  • Minimum of 5 years proven experience in leading IT transformation and digitalisation initiatives in a complex business environment.
  • Proven ability to bridge business vision and technology delivery.
  • Proven ability in Change Management.
  • Excellent technical knowledge of digital transformation concepts and technologies.
  • Strong knowledge of the Microsoft technology stack, including Azure, Microsoft 365, Power BI, Power Automate and CoPilot.
  • Demonstrated experience in implementing data analytics and AI solutions.
  • Experience in developing/executing Concept of Operations or similar strategic exercises.
  • Excellent leadership, communication, and stakeholder engagement skills.
  • Strong project management capabilities, ideally with experience in agile methodologies.
  • Excellent working knowledge of NIST CSF compliance or similar (ISO27001).
  • Excellent understanding of CLOUD technologies/services.
  • Excellent communication skills with the ability to communicate highly technical issues and security requirements to both technical and non-technical audiences.
  • Proven ability to prioritise workload and manage expectations under pressure.
  • Proven ability to analyse IT issues at a strategic level
  • Deep understanding of technology trends.

     Desirable:
  • Strategic thinker with a strong understanding of business and technology alignment.
  • Ability to translate technical concepts into business value.
  • Experience in building and scaling high-performing teams.
  • Passion for emerging technologies and innovation.
  • Experience in delivering large scale technical consolidation projects in a multi-site environment, an advantage.
