Job Title: Compliance and Quality Manager, Shannon Enroute & AIS
Job Purpose
To perform the compliance and quality management functions for Shannon Enroute services and AIS.
Main Duties and Responsibilities
- Act as the Department Focal Point for all compliance and quality activities for Shannon enroute & AIS.
- Lead on the implementation of new regulations and amendments to regulations.
- Review all Notice of Proposed amendments (NPA) for EU legislation and ICAO documentation that is relevant to Shannon enroute & AIS and/or AirNav Ireland.
- Ensure that applicable updates are notified and/or circulated to Unit Management so that all changes to the unit functional system are overseen by Managers that are aware of their responsibility in relation to ensuring that changes are compliant with current/future regulatory requirements.
- Conduct a random sampling of operational minor & major change safety cases to monitor the level of compliance & quality that is achieved.
- Undertake internal operational audits for Shannon enroute & AIS to monitor the level of compliance, with the aim of reducing the number of non-compliances (NCRs) reported at regulatory and other audits.
- Coordinate proactive compliance management activities including data analysis to assist with trend identification and tracking of continuous improvement areas associated with the audit/inspections programme.
- Coordinate all operational audits at Shannon enroute & AIS including: a. ensuring audit preparation, b. direct liaison with auditors, c. address all matters relating to the successful completion of the audit. d. document in accordance with audit management procedures the audit findings.
- Implement findings and recommendations/observations from all audits (both internal and external) and ensure the closure of corrective actions within the designated timeframe.
- Engage with the Regulator in relation to any common response documents (CRDs) associated with compliance and quality.
- Represent Shannon Enroute and AIS where required at relevant fora.
- Other duties as may be assigned appropriate to the position.
External: The postholder is required to liaise with all appropriate external bodies, providers, suppliers, and companies.
PERSON SPECIFICATON
Education, Knowledge, Experience & Skills
Essential:
- A third level qualification at degree and / or a safety, compliance or regulatory experience
- Minimum of five years’ relevant experience working in a regulated industry
- Proficient in IT, including, as a minimum the use of MS Office (Word, Excel, PowerPoint and SharePoint)
- Excellent interpersonal and communication skills.
- Proven ability to work independently and as part of a team
- Excellent customer focus
Desirable:
- Experience of working with regulatory authorities
- Knowledge and/or experience in compliance or quality monitoring
- Knowledge of the organisation and structure of Air Traffic Management (ATM) / Air Navigation Services (ANS)
- Knowledge of national and EU/ICAO regulatory framework and its applicability to ATM/ANS
- Good working knowledge, understanding and application of audit processes and ISO 9001 standards
