ATM System Validation and Implementation Analyst

Job Purpose
The purpose of the Operational Requirements and Innovation Domain (OSG) is to act as an interface between Technical Services and ATC Operations to ensure ATM systems meet ATC operational requirements, facilitate their implementation, and ensure they are updated in accordance with operational needs.

The ATM System Validation and Implementation Analyst is responsible for the independent execution of system validation, testing and data assurance activities across ATM system changes.

Operating under the direction of the ATM Specialists and Domain Manager, the postholder ensures that validation activities are completed to a high technical standard, supporting the safe and compliant implementation of ATM operational system changes.

The role has ownership of validation outputs and quality within assigned work areas but does not hold responsibility for overall project delivery.

Main Duties and Responsibilities
  • Support the implementation of projects in a timely manner that meet ATC operational needs e.g. COOPANS, TopSky ATC One etc.
  • Ensure that all duties are conducted in accordance with AirNav Ireland’s policies and procedures
  • Provide support by analysing proposed system changes and assessing the impact on operational procedures to support the validation and implementation of operational system changes
  • Ensure all validation activities are carried out in accordance with approved procedures, standards and checklists and in cooperation with relevant subject matter experts and end users
  • Coordinate validation of proposed system changes by performing functional tests and validating tools/systems/methods to ensure they meet specified requirements and standards; identify and address any issues or non-conformances
  • Review data submitted by operators and regulated entities to update and maintain datasets
  • Conduct data validation and quality checks including completeness, consistency, plausibility and reconciliation against source documents
  • Input data from defined sources into ATM system datasets using the vendor provided tools
  • Identify, log and escalate data anomalies, inconsistencies or missing information and liaise with internal colleagues to resolve issues
  • Based on system checklists and specification documentation, carry out system software release testing and functional verification of software builds/updates and file and maintain the appropriate reports. Maintain and update the system checklists and propose changes as deemed necessary
  • Monitor systems by providing support in the investigation and identification of software problems on operational software releases, particularly after new system implementation
  • Analyse Controller Reports on ATM systems and identify emerging trends and patterns and make appropriate recommendations
  • Provide software validation support for operational safety cases and Risk Assessments as required
  • Participate in working groups and projects aimed at operational enhancements, technical developments or validation exercises
  • Represent AirNav in project, team, and vendor meetings
  • Participate as required in activities relating to all aspects of ATM system changes such as;
    • Operational Requirements definition
    • Tender Evaluation
    • System Specification
    • Factory Software Testing (in the location of the system vendor)
    • On-Site validation (at any of the AirNav Ireland locations)
    • Dataset validation, fine-tuning & deployment
    • System introduction
  • Provide support to the Training division in relation to the operational use and understanding of any ATC Operational System
  • Assist in the development and maintenance of Operational Requirements & Innovation procedures and processes
  • Represent the organisation at appropriate national and international fora
  • Assist in coordinating requirements for enhancements or replacement of ATM Systems and the preparation of safety and business cases
  • Participate in other projects as necessary to support the OSG Work Program
  • Provide operational support to the wider team including ad-hoc data checks and administrative support related to regulatory projects
  • Perform other duties as assigned, appropriate to the role.

Internal: In addition to direct reporting relationships above, the post holder is required to liaise with all personnel and Directorates in the Company
External: The postholder is required to liaise with all appropriate external bodies, providers, suppliers, and companies

PERSON SPECIFICATION
Education, Knowledge, Experience & Skills
Essential:
  • A relevant 3rd level qualification in data management, information systems, statistics or a related discipline and a minimum of 3 years relevant experience, OR a minimum of 6 years’ experience working in a safety-critical or highly regulated operational environment (e.g. air traffic management, aviation, rail) with exposure to technical or compliance processes/data
  • Experience in supporting system changes and associated processes for data entry, data validation, data quality assurance or data administration
  • Strong attention to detail with proven ability to work accurately with large or complex datasets
  • Experience working with Excel (including formulas, data validation tools and structured tables)
  • Excellent communication, interpersonal and problem-solving skills with an ability to build relationships both internally & externally
  • Proven ability to work independently and as part of a team
  • Proficient in IT, including, as a minimum, the use of MS Office (Word, SharePoint, Teams, and PowerPoint)
Desirable:
  • An understanding of Air Traffic Control (ATC) operations
  • Experience working with regulatory, technical, operational or compliance data
  • Experience working with Power BI
  • Experience supporting data governance activities, record-keeping or audit processes
  • Interest in data quality, data integrity and process improvement
  • Ability to establish and monitor priorities and manage workload to consistently deliver results within deadlines
  • Maintain a strong technical and professional knowledge relevant to the role
  • Demonstrate a commitment to continuous improvement and learning
  • Practical knowledge of Linux environments basic command-line operations
  • Experience with Excel Visual Basic scripting to automate data extraction, processing & reporting tasks.
